Project Overview & Service Categories

The Park Heights Main Street corridor is the commercial and cultural heart of Northwest Baltimore. As one of the city’s largest Main Streets areas—stretching from Shirley Avenue to Northern Parkway—the corridor is home to small businesses, faith-based institutions, schools, and essential services. Despite strong community assets, the area faces challenges tied to safety perceptions, environmental neglect, and historic disinvestment.

PHR’s Comprehensive Safety & Beautification & Community Revitalization Strategy will address these conditions by aligning design, safety, sustainability, and justice efforts under a single, coordinated framework.

Through data-driven planning and community collaboration, the initiative aims to:

    • Reduce environmental and behavioral risk factors for crime through improved design and lighting.

    • Strengthen community wellness and trust through restorative and transformative justice approaches.

    • Enhance the visual and functional appeal of the corridor through public realm improvements.

    • Create equitable contracting, workforce, and small business opportunities for Park Heights residents.

 

SERVICE CATEGORIES

This RFQ will prequalify vendors across multiple service categories, enabling PHR to assign projects as funding becomes available:

 

1 Safety & Lighting Installations

 

Design and installation of infrastructure that improves safety, walkability, and visibility along the corridor. Work may include smart or energy-efficient lighting systems, pedestrian-scale fixtures, crosswalk and traffic-calming features, and strategic visibility enhancements using CPTED (Crime Prevention Through Environmental Design) principles. Solutions should reduce risk, enhance comfort for residents and visitors, and align with Baltimore City standards.

2 Community Design & Placemaking

 

Creative improvements that strengthen Park Heights’ visual identity, cultural pride, and sense of belonging. Projects may include public art installations, wayfinding systems, small-scale design-build interventions, landscaping or outdoor seating, and district branding elements such as banners or gateways. Designs should reflect community values, history, and aesthetics while supporting increased pedestrian activity and business engagement.

3 Justice & Wellness Integration

 

Initiatives that promote healing, safety, and trust through community-based and trauma-informed practices. Work may include restorative justice programming, violence prevention and mediation partnerships, peace ambassador or community liaison models, and mental health or wellness pop-ups connected to corridor spaces. Proposals should focus on reducing harm, strengthening relationships, and fostering a shared sense of safety.

4 Façade Design & Construction

 

Exterior improvements that revitalize commercial properties, preserve character, and encourage reinvestment. Work may include storefront restoration, masonry repair, painting, windows and doors replacement, lighting, and signage design consistent with PHR’s Main Street design standards. Vendors should be able to guide property owners through design, permitting, and implementation, ensuring quality and code compliance.

5 Interior Buildout & Code Compliance

 

Renovations that improve building safety, accessibility, and usability for local businesses and property owners. Services may include ADA accessibility upgrades, plumbing and electrical modernization, flooring, fixtures, or mechanical systems, and interior layout enhancements that support new tenant occupancy or expanded services. Projects must comply with Baltimore City codes and contribute to long-term business sustainability.

6 Sustainability & Green Infrastructure

 

Implementation of environmentally responsible materials and infrastructure that improve the corridor’s resilience, appearance, and function. Work may include stormwater management systems (such as permeable pavers or rain gardens), native landscaping, waste and recycling infrastructure upgrades, or design elements that reduce maintenance costs and environmental impact. Projects should demonstrate how sustainability can also enhance aesthetics, pedestrian comfort, and business vitality along Park Heights Main Street.

Desired Qualifications

 

PHR seeks vendors with:

 

  •  
    • Proven experience in community-based design, Main Street, or neighborhood revitalization projects.
    • Demonstrated understanding of CPTED (Crime Prevention Through Environmental Design) or other safety design principles.
    • Expertise in restorative justice, community engagement, or trauma-informed practice (for justice and wellness categories).
    • Track record of working in urban environments with active businesses and community participation.
    • Licensing and insurance to perform work in Baltimore City.
    • Commitment to local hiring, minority participation, and equitable contracting.
    • Capacity to manage multiple scopes simultaneously and meet schedule requirements.

 

Submission Requirements

 

Respondents must submit the following information in one PDF

 

(10 pages maximum, excluding attachments):

 

  •  
    • Cover Letter – State interest, service category(ies), and alignment with PHR’s goals.
    • Company Profile – Background, services, licenses, and certifications.
    • Experience & Portfolio – At least three relevant projects with photos and client references.
    • Project Approach – Description of how your firm integrates community collaboration, safety, and sustainability.
    • Team Composition – Names and roles of key personnel or partners.
    • Rates & Budget Range – Provide a general rate sheet or pricing structure (projects typically $5,000–$150,000).
    • Insurance & Compliance – Certificates of general liability and workers’ compensation insurance.
    • References – At least two professional references.

 

Compliance & Risk Management

 

All vendors must:

 

  •  
    • Hold valid Baltimore City business license and applicable trade certifications
    • Maintain general liability ($1M minimum) and workers’ compensation insurance, where applicable
    • Adhere to OSHA and site safety requirements
    • Provide a one-year workmanship warranty for construction-related projects
    • Demonstrate clear quality-control procedures
    • Selected vendors will receive a mandatory project safety briefing and confidential security data post-award to inform detailed work plans, ensuring accurate risk assessment and logistics planning before mobilization.

 

Budget Guidance

 

Project budgets will vary based on scope and complexity, generally ranging from $5,000 to $150,000. Construction and infrastructure projects are expected to fall toward the higher end of the range, while community engagement or design-related scopes will align closer to the lower end. Final budgets will be determined through project-specific negotiations based on approved designs and available funding.
