Our Primary Goal
To partner with residents, businesses, service providers and stakeholders to execute a hollistic approach to rebuilding the Park Heights community.
We partner with residents, businesses, religious institutions, schools, agencies, and other stakeholders – and together, we can create a better future for the community of Park Heights. A 501(c)(3) non-profit corporation, PHR was founded in 2007 to be a leading partner in revitalizing the community.
Where is the Park Heights Master Plan Area?
Park Heights is bounded by Northern Parkway to the North, Wabash Avenue to the West, Greenspring Road to the East, and Druid Hill to the South.

To be a leading community development corporation (CDC) that is results-oriented, data driven and outcomes-focused to produce new economic opportunities within the (Park Heights Master Plan) area.

A community of physical and social wellbeing, shared by healthy people who work together in an area that will offer clean and safe streets, equal access to parks and playgrounds, and a wide spectrum of neighborhood gems, institutions and services. A clean community that is orderly, well kept, and healthy to live in.
A community of character, graced by an historic Park Circle designation, notable gateways, a bustling main streets district, attractive residential blocks, and a new generation of beautiful civic and commercial buildings surrounded by clean and green public spaces. Our community is led by strong, committed, and principled leadership.
A community of opportunity—one that attracts private investments, which in turn generate economic opportunities and advancement for all residents and businesses. Because of our diverse local economy, residents can gain employment here and support improved quality of life outcomes for their families.
A safe community, where residents find secure and affordable housing and feel comfortable going for a walk. We’re strengthening a neighborhood where people feel safe in their homes, whether that means supporting high-risk youth to reduce violence or sending a qualified contractor to fix an older adult’s home repairs.
A stable community that encourages redevelopment without displacing current residents. We increase homeownership, help prevent foreclosures, and support new renters because everyone deserves to have a place to call home.

We are working on our FY23 Strategic Plan! This will support us in:
- Defining Our New Focus Areas for the next 3 Years,
- Identifying Opportunities for Improvement and Partnerships
- Developing Targeted Organizational and Community Fundraising Priorities
We are looking forward to incorporating community feedback in this process. We are preparing to be strategically focused on driving community outcomes that produce healthy and sustainable impacts that will establish Park Heights as a dynamic and economically thriving community.
